Outlook 2002 Security Level blocking attachments

As part of my work I expect to get e-mail attachments of small Access
databases but Outlook is blocking all of these from coming through. All I
can find in help is that this is part of Security Level 1 and can't be
changed. Is this true? Why not? If it can't be changed then how am I to
get the attachments that I need?
