Authorize Program Every Boot Up

I have DesktopEarth installed which runs at startup from the all users
startup folder. On every boot up Windows Defender notifies me that
DesktopEarth has been changed. Eventhough I allow it, it keeps asking on
every boot up. No programs show in the "Allowed Programs" section.

Is this a bug?

Did you ever get an answer to this?
I am having the same problem with the HP Printer app.
