ATI video problems

I have a Radeon 9700 Pro. I've got directx 9, the new ATI drivers and all the updates from windows. I'm not really sure if the video card is the problem. My problem only happens on startup. No other time. Whenever I start my computer up it'll proceed almost a full startup then crash. I stopped the "annoying restart" and got the following message on the blue screen.

"STOP: c000021A [Fatal System Error]
The windows logon process system terminated unexpectedly with a status of 0x00000080 (0x00000000 0x00000000).
The system has been shut down."

I've tried everything to my knowledge to stop it. I've even tried keeping my system on without restart for as long as possible but sometimes you just have to restart. After the "annoying restart" it brings me to the "please insert windows disk to repair" , but I just restart and it boots fine. Any ideas? Help me!!!!!!

Roll back the drivers.
Right click My Computer
Click Properties
Click Hardware tab.
Click Device Manager button.
Click + by Display Adapters.
Double click your video card.
Click Driver tab.
Click RollBack Driver button.
Follow prompts and reboot.
