Always ask before opening this type of file...

I accidently unclicked the "Always ask before opening this
type of file" and how any file link that I click on
directly starts saving to the temporary folder. Is there
anyway I can have it checked again? Where do I go to
change the settings for that?

To get the download dialog box, enable the "confirm open after download" option for that filetype:

Open Windows Explorer, Tools, Folder Options, File Type tab
Scroll down to locate the file type. Highlight the filetype click the "Advanced" button.
Then check the option "confirm open after download".

I've opened Internet Explorer, put down the 'Tools' menu, but I can't find the 'Folder Options'

Yes it is. You can use Windows Explorer by right-clicking on My Computer &
select Explore, or from the keyboard use Windows key + E
