ADMINPAK Install Problem

When trying to install the ADMINPAK I get the following
error:

Event ID: 11933

Product: Windows 2000 Administration Tools -- Error 1933
The Windows Installer service cannot update one or more
protected Windows files. SFP Error: 1223. List of
protected files:

AND A LONG LIST OF FILES.

Any ideas why, and how I can fix this issue so I can load
the tools?

By the way, I am at SP3 on my box. Tried to install the
admin tools from the SP3 package.

Dave..am having the same problem you are having with installation..any solutions yet
