Administrator priviliges are gone!!!!

I am currently running a xp home sp2 edition and i upgraded with windows
update, i also deleted some programs on my computer. I used a spyware program
from microsoft to remove the spyware on my computer, i then used windows
washer, and a malicious software program removal tool. I have lost all admin
control, i cannot go into the screen saver, desktop properties, i cannot get
into the control panel, it is missing from the start menu and i tried to go
into the properties menu for the start menu and the option for it being added
to it is gone. There are four profiles and all were admins and now none of
them can do anything needed. I tried to reboot in safe mode for the admin
account but when i signed in it did the same thing. I have tried everything i
know... Can anyone help me????

The problem is not likely Administrator control; it sounds like a local
policy has been applied to your system. This policy is just simple registry
entries. Are you comfortable working in the registry?

At this point, you have four choices - 1) Remove the hard drive and
slave it in a working XP machine and scan from there; 2) boot the
original computer with a Bart's PE disk that you've created and run
various scans with good virus/malware removal tools from there; 3) take
the machine to a professional computer repair shop (not your local
version of BigComputerStore/GeekSquad) and have them clean up the
machine; 4) do a clean install of Windows.

Based on your post, I think either #3 or #4 are the best solutions for
you, although you should be aware that not all local shops are skilled
at removing malware and even if they are, your computer may still be so
infested that Windows will need to be clean-installed. If you have
neglected to back up your data, it can be done without booting into
Windows with either a Bart's PE or Knoppix.

yes i do know a little about that and i know enough not to do anything
stupid. so anything will help

Much policy for the Explorer is set at the registry key below, although there
is also a user specific version of the local policy, too. Open Regedit, and
navigate to the key below.

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer

If you navigate to this key, you will probably see a DWORD named
'NoControlPanel' in the right-hand pane. If it is present, and it is set to
a value of 1, you can set it to a value of 0 and restart your machine. This
should lift the restriction, and the control panel should re-appear.

many thanks vinson this one actualy worked. but i did find duplicates in the
other keys when i looked them up as well nedles to say i resetthem to 0 as
well that got me all my administrator privaledges back. trouble is when i
came to restore my active desk top the automatic button restored the warning
desk top not my old one. and it seems that the trojan is part of the image so
its going to be a case of delet the image first then start the trojan hunt
all over again.

Hi i have the same problem as alfalfa534. But I don't understand how to get
to regedit? please help asap

when you click on start and the menu pops up down at the bottom corner thers
a bit that says run
if yuo click on that theres a little window opens and asks you to type the
name of the program you want to run
just type in regedit
that will get you to were you want to be
once there if you do one thing at a time if you screw up its easier to fix
