Admin can't change file permissions.

I have an application written for medical equpment that uses XP. However,
many of the files and directories are "Read Only". When logged in as
Administrator and I changing permissions of the files and directory starting
at the C:\Program Files\ , the OS automatically changes the file/directories
back to "read only". When I then change the sercuirty settings to "Full
Control" and then Save for all users (there are about 6 defined users), the
OS seems to save the setting (slight delay) but then when I exit and re-enter
the file/directory, the security settings revert back to the original. I had
thought "Administator" (which I verified I am) could make any changes. I can
add new files to the directory but can't change the contents of existing
files or delete these files - even as the Adminstrator. What's going on here?

Well there is one above the administrator, and that is the system itself.
Moving fwd, you need to take ownership of the directory and or files that
you need to modify.
After you have done this you should not have the problems you have been
facing.
