Can't change folders from read-only

I'm trying to install an update for a program. It refuses
to install because it says the directory is read only. I
open explorer and change the directory from read only. It
says it updates and the directory is now full access. I
then close out of the window and go back in and the
directory is still set to read only. No matter how many
times I've tried, with multiple directories (all are set
to read only) I can't get them to not say read only. I
can still create new directories, save files from
programs, etc but can't install anything new. Any
suggestions? Thanks.

No one seems to know the answer. IT guys here can't
figure it out. No viruses or anything. It's a real pain
in the backside. If you find anything out, please let me
know.
