Addressing message with large number of recipients

One of our users is trying to to address a message to a large number of users
from her contacts folder. To do this, she goes to her contacts, sorts it by
category, highlights the all the contacts from what ever category she wants
to send a message to, and then clicks Action - New Message to Contact. When
she does this, she gets the following error: "The messaging interface has
returned an unknown error. If the problem persist, restart Outlook". This
only occurs when trying to send to a large number of recipients. The above
procedure seems to work to send to as many as 242 recipients. Can this
limitation be changed? The version of Outlook is 2002.

There may be a limit set on your mail server. Many limit the number of
recipients you can send a single piece of mail to
