Jaymon said *right-click* on My Computer, not open it. Right-click and you
should see Manage in the context menu that pops up.
===============================
OK, I did that - see above message. It opened a window called "Computer
Management" which only contains:

System Tools - Storage - Services and Applications.

There is nothing there (I'm looking at it) about users and the other things
he mentions.

Right. And each of those categories should have a sign (+} next to it
which you can click on to expand it. Are you saying you are not seeing
this? When I expand System Tools I see:

Event Viewer
Shared Folders
Local Users and Groups
Performance Logs and Alerts
Device Manager

According to this Knowledge Base article, all these options and tools
should be the same in both Home and Pro:
http://support.microsoft.com/kb/308423

If you're not seeing these options, it seems it's one more thing that's
seriously broken in your installation :-(

Just had another thought -- if you only see a single pane, instead of
two, and don't see the expansion boxes next to the categories, this
could be why:

In the management console, go to the View menu, click on Customise and
make sure Console Tree is checked, then OK. You should now see the +
signs -- can you?

However, I'm confused; first you said you saw only three categories,
then in your reply to Jaymon, you said:
I opened the tree to look - no "local users and groups."

So do you see a tree with expansion boxes next to the categories, or
not? Single pane or double like Explorer?

Double click on system tools and you should see it, sorry if i confused you..
I also forgot in my haste to mention for you to click the apply button when
complete..

## There always has been items MISSING from my version of XP-Home. It makes
it difficult to follow anyone's advice here or get real help from websites.
Why? How can I do anything when so many things do not exist on my PC?

Another thing: I'm the Owner Administrator of this PC and can't sign off -
I get a "Serious System Error" message.....
If you're not seeing these options, it seems it's one more thing that's

## Then it was broken right from HP, and broken again after they replaced my
HD and reinstalled a whole new version of XP-Home. :*(

And there is no mention at that site about "Users and Groups" being there
under Tools! That's exactly when I see under Tools. These three.

The administrative tools in Computer Management are grouped into the
following three categories in the console tree: . System Tools
. Storage
. Services and Applications

Read on. . . "Each category includes several tools or services." It goes
on to list them. First heading is System Tools: 7th line under that (3rd
bullet down), Local Users and Groups.

I'll answer your other one separately to avoid confusing things more :)

I'm afraid it's because somehow your account wasn't properly set up when
XP was first installed. It doesn't have a normal user profile, with all
the folders you should have and the usual "links" and paths within
Windows (that's why you haven't got a working Send To folder). It's also
probably why, though you should be an administrator, it's not working
properly when you try to create new users, and that may be why you've
"lost" Users and Groups in Computer Management as well.

There seems to be many problems and bits of the OS missing from your
installation, and maybe many more problems in store in the future
because you don't have the folder setup and structure that Windows and
other programs will expect you to have, you can't do things you ought to
be able to do, and as you say, it's difficult to follow help because
your setup is not what it should be . . . It's just not a reliable
install. To put it bluntly, it's a mess.

This is probably exactly what you don't want to hear, but I would take
the PC to a *knowledgeable*, preferably fairly local computer person
(not a big chain) and have him or her get all your data off, wipe the
old installation and re-install XP properly and set it up for you. I
know it's a horrible thing to have to do but it would be much better in
the long run than trying to struggle along with a broken OS, really.
Another thing: I'm the Owner Administrator of this PC and can't sign
off - I get a "Serious System Error" message.....

Your XP setup is broken, you see.
## Then it was broken right from HP, and broken again after they

Possibly. . . I couldn't say. But the OEM pre-install will only create
the built-in Administrator and system accounts. It's for the new owner
to set up the working accounts he/she wants. Get someone reliable who
knows what they're doing to re-install and set it up properly for you.

Hi,

Actually, that knowledge base article states that the "Local Users and
Groups" entry only exists for WinXP Pro, it is not available for
WinXP Home:

user accounts and groups. Local Users and Groups is available only

at the bottom that the article applied to both Pro and Home, and didn't
see this caution at all. That'll teach me to stay up all night.
