How does a program get on the Add/Remove Programs list in the Control Panel?

It adds an entry in the registry to this key.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
Windows\CurrentVersion\Uninstall

If uninstall doesn't work to remove a program in Add/Remove Programs, can a
person remove it via the registry?

You can delete the key for it from;
HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall

to remove the entry, but first try reinstalling to the same location. Then
after restart uninstall again. Failing that get in touch with the
application developer.
