Active X Error: Your current security settings prohibit

I get this message below when loading a variety of
software such as Norton Firewall, Quickbooks, etc..

"Your current security settings prohibit running activeX
controls on this page. As a result, the page may not
display correctly."

I am in a Windows XP Pro & Office XP Pro XP environment
with the latest downloads. Obviously something I
installed negatively effectived my active X controls.

Has anyone seen this and does anyone have a fix?
