accessing desktop backgrounds

Seems that I am frozen in Desktop backgrounds. I can get any solid color I
want. I just can't click on any of the dozen pics I have for backgrounds.
Help!

a) Registry fix-Automated :

b) Manually (XP -Pro) :
1. Start > Run > gpedit.msc
2. Under User configuration-Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not Configured"

c) Manually (XP -Any) :
1. Open Regedit
2. [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4. [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3

I could not access the first option of yours. I did try manually with the
second.
I went through the steps above but now the desktop is not allowing any
backgrounds.
White screen. When I go into properties from the screen(right click) my
options to add different desktop backgrounds won't open. Even when I just
have one solid screen color, it is not allowing me to do that. Tis a
puzzlement.

Try running these commands from Start-Run:
regSvr32 /i shimGvw.dll
regSvr32 /i msHtml.dll

regSvr32 /i shell32.dll
