I can't see backgrounds!!

I had my laptop for a little over a year, and for as long as I can remember,
I cannot see backgrounds on websites. On my desktop I can see my wallpaper.
But when I go online, the websites have no background. The backgrounds are
just completely white. I noticed that font colors won't really appear
either, it's just black. Most pictures, links and other facets of a website
will appear, backgrounds and such will not. I've tried adjusting all kinds
of settings and nothing seems to be working. At first my internet connection
was dial up so I thought that the connection was too slow therefore
backgrounds weren't loading. But I've recently got roadrunner and that
theory has been debunked! I need help!! I tried trouble shooting this
problem with no such luck. Any ideas?

Hi Try these steps:
1... Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced.
Click on general tab then click Accessibility Button and make sure nothing
checked there:
[ ] Ignore colors specified on web pages
[ ] Ignore font styles specified on web pages
[ ] Ignore font sizes specified on web pages


User style sheet:
[ ] Format documents using my style sheet.

Click [OK] then click Advanced Tab and scroll down under this option and
make sure these boxes checked:
[&] Multimedia
[ ] Enable Automatic Image Resizing
[ ] Enable Image Toolbar ( Req Rest)
[ ] Play animations in web pages
[ ] Play sounds in web pages
[ ] Play videos in web pages
[ ] Show pictures
[ ] Smart image dithering

Click [Apply] then [OK] to close.
Make sure if you have a firewall that not set to block images.
