2003 Upgrade, Drawing Tools Don't Work

Purchased FP 2003 upgrade disc and it installed OK. Upgraded from FP 2000.
Most features work but can't get any of the drawing tools to work.
"Insert>Picture>New Drawing"..."New Drawing" on menu is grayed out and all
drawing functions on drawing tool bar are grayed out.

That's usually an indication that you don't have a page open.

The FP drawing tools are best avoided in any version. They use VML graphics
which are only visible in IE5.5 and later running on Windows PCs.

In FP2003 go to Tools->Page Options
On the Authoring tag tick the "VML graphics (office drawing)" checkbox.
