Drawing Toolbar is inoperative

The drawing toolbar on my Frontpage 2002 installation doesn't work properly.
..

The toolbar appears on the bottom-edge taskbar when I invoke the
View>>tools>>drawing menus, but they are always "grayed out" and cannot be
invoked to draw an object.

This happens on all varieties of Frontpage pages, new pages, new webs,
existing pages, existing webs, pages with and without themes, etc. etc. Its
almost like my Frontpage installation did not properly link to the windows
drawing libraries.

Does anyone have a suggestion?

Ross,

The Compatibility settings will determine which features are available
within FrontPage. I'm guessing that your settings are turned way down thus
disabling the drawing features. You can check them this way:
- Click "Tools | Page Options..."
- Select the "Compatibility" tab
- Check your settings
As you adjust the Browsers, and Browser versions settings, you'll notice the
checkboxes enable or disable features. It's important to note that the
drawing tools in FrontPage aren't completely cross-browser compliant and
some older browsers may either not display your drawing or completely mess
up your page's layout.

My suggestion is to avoid the drawing capability completely and create
graphics in an external graphics editor.

Check Tools | Page Options | Compatibility tab and enable CSS 2.0 and VML
Graphics and set browsers to custom. CSS 2 and VML Graphics not supported in
all browsers/versions.
