FrontPage Drawing Toolbars don't work

The computer it is installed on is networked and allows most users to access
the drawing toolbar functions like WordArt, but for some users the toolbars
don't work. The buttons are greyed out. I have tried re-installing it and
even going back to older versions but the problem persists.

That's actually a good thing, WordArt, Shapes, Textboxes and most everything
on the Draw menu relies on VML which is proprietary MS IE stuff, other
browsers will not display it or if they do it will downleveled gifs. You can
use it safely if you know everyone viewing your website will be using
IE...like on an intranet.

As Rob said, not using WordArt and other VML graphics from the Drawing
toolbar is a good thing, unless ALL your visitors use IE5.5 or later on
Windows PCs, with the same browser size.

avoid VML.

If you are designing for an Intranet, then go to Tools->Page Options -
Authoring tag, and tick the Allow VML checkbox (FP2003). For FP2002,
look at the Compatibility tag.
