Does Vista come with the capability to zip files?

Sort of...

Highlight a group of files

Right-click

Click Send to compressed (zipped) folder

Choose a name for the zip

Of Course! Windows Vista, just like it's predecessors has compatibility with
..zip files. If you need to expand your compression capabilities, I would
recommend WinZip.

So you can zip a file with that process--but not unzip a file without using
WinZip?

A zip file in Vista behaves much like a folder. The icon will look
similar to a folder icon, and you open the zip file and view its
contents just like a regular folder. So no, you do not need WinZip or
any other zip utility to view standard zip files in Vista.

No as Mark Rae has already answered Windows Vista can natively create "zip"
files (known as compressed folders)
And it can open them too.

Right, so if I attach a copy of such a folder to an email, is it readable by
a recipient who does not have Vista, but may well have other (UN)ZIP
freeware/software?

They are standard zip files, so yes.

7zip is the best for on the fly. based on my limited "testing", 7z's
password seems most openable by other zip apps [I have no opinion on which
app can be blamed for unopenability - the creating app, or the (un)opening
app]

context menu [I think] allows 7z to switch from folder view or flat list
view.also has dual pane view.

some people prefer tugzip or iceows. I tried, but went back to 7z.
read user comments at softpedia, betanews, etc.

I know how to zip a file by right clicking and 'SEND TO'.
With XP you could open the zip folder and change the property 'PASSWORD' to
yes and get prompted to create a password. This doesn't seem to be the case
for VISTA. Am I missing something?
