"Your registry may be corrupted (Code 19)"

The DVD player (BTC DVD 16x BDV316B) and CD-RW (Lite-on
LTR-16102B) both fail to function, displaying "Your
registry may be corrupted (Code 19) in their properties
using the Device Manager. All steps in
the "Troubleshooter" have been followed, such as 1)
removal and reinstallation 2) updating of driver, both
automatically, and manually selecting the device 3)
running "regedt32" to insure "system" has "full"
access/control, then selecting the "advanced" button to
check the box to "reset and allow... to propogate..." then
restarting the system. The following additional steps
have been taken: 1) removing all registry keys relating to
both devices, restarting system, then allowing the
Hardware Wizard to reinstall both devices 2) "F8" during
startup, then selecting "Last known good configuration" 3)
Swapping out the drives and connecting ribbon cables for
known good units working perfectly in a duplicate Win2000
plus SP4 System. No matter what is done, both the DVD and
the CD-RW continue to produce the "Code 19" error without
fail or ever changing. The driver information of both
report using the exact same three (3) drivers:
C:\winnt\system32\storprop.dll, c:\winnt\system32
\drivers\cdrom.sys, and c:\winnt\system32
\drivers\redbook.sys. All three files are dated 6/19/2003-
12:05pm.

Please advise. There has got to be a better solution that
reformatting and reinstalling everything. There is a
multitude of applications installed and configured on this
system. Starting over would take days, if not weeks to
install and reconfigure correctly.
