Your Recommendation For A Rating Solution?

I've been searching around and also ask for your recommendations for a
rating solution, i.e.
I'm a small potato and prefer C# open-source at no cost but also seek
recommendations for commercial shrink-wrapped solutions. Thanks for your
coments...

It would help if you'd elaborate on what you mean by "rating solution".

Basically, rate a service provider such as a doctor for example using some
ranked scale like 0-5 which could represent spawn of satan on on end of the
spectrum to angel of mercy on the other. Written commentary to support the
ranked rating and an opportunty for those being rated to rebut is a
requirement. I'd like to do something to support many categories of such
service providers doctors, contractors, politicians and so on with the
flexibility to apply rating to objects or things such as models of
automobiles, newspapers, schools and so on.

I've found parts and pieces [1,2] but I'm wondering if somebody has put
together what we'd call a framework or a solution yet?

I suspect you'll find that there are frameworks for this, but they're
part of other community solutions - i.e. there are blogs attached etc.
Just a guess though.

Yea an underlying blogging engine would be really useful for the commentary.
I suppose Community Server or likely some other blogging engine would be
used as a starting point. Not a bad idea. Got any more?
