Did you ever find out what was wrong here?  I have the same issue...and
it is driving me crazy...

I've been having the same exact problem and could find no information
on any site beyond the basic "here's how you change power plan
settings". Of course this is useless because the whole point is that I
CAN'T change the power plan settings. It turns out that a number of
registry keys, that appear to manage how Power Plans regulate all the
hardware, got corrupted. I exported the key (and all it's sub keys)
from a working machine to a reg file, and then merged it to the
registry of the non-working machine. All of the Power Plan settings
returned.

The registry key is:
HKLM\system\currentcontrolset\control\power\powersettings

I can't speak to what should be the defaults for your particular
system, but if you have another to compare you should be able to do
the same thing.

Hope this helps!
