I really believe the left hand does not know what the right hand is doing at
Microsoft. Take a look at this article and look at the Manual fix near the
bottom:

Do you know what an installation of Microsoft Office ANY VERSION does to
these keys? Let me be clear. It is NOT what they have here. So if
Microsoft really does want to identify this issue as they allude to at the
end of the article it would be an exercise in Truthfulness to ask the left
hand and the right hand what the hell they are doing.

Perhaps this line would have some MS Office tie in?

Meaning "Microsoft Office Document Imaging" from MS Office XP and 2003.
Or Photo editor from previous versions of MS Office.
