A small icon appears in the lower right hand corner of my
Windows Mail screen when new email arrives. It goes away as
I read the new email. No problem.

Other times the icon is there, and there is no new email.
Why?

Did you look in the Junk E-mail folder?
If the email went into the Junk E-mail folder it still counts as
new mail (as far as Windows Mail is concerned).
That issue has been fixed in Windows Live Mail.

Yes, I did look there and the folder was empty. On my
system, junk mail does go into the junk email folder, but a
number appears (in blue) to the right, in parentheses,
indicating the number of unread messages. That system
applies to all the email folders, so I can just glance to
the right of the folder titles to see where my new email is.

Your wording suggests this has been noted before - right?

Thanks.

Which aspect, newly arrived Junk mail enabling the New Mail
notification? Yes, that's been reported here many times.
As for your issue of getting a New Mail notification, yet not
finding new mail anywhere, that's not normal for Windows Mail.
I assume you have "Show All Messages" enabled for all folders
(as opposed to "Hide Read Messages"), and "Permanently delete
suspected junk e-mail..." is not enabled. The only other known
cause for odd effects is an overly aggressive antivirus.

Both those assumptions are correct.

My AV is Avast. Does it have a reputation of being "overly
aggressive"?

Thanks.

I guess I'm at a dead-end road on this curious phenomenon.

Not so much. However, if Avast was installed with its default install
option, its mail scanning module can still cause trouble.
Uninstall it, then reinstall, but select 'custom' install, which then
allows you to unselect installing its troublesome email scanning module.
