"You do not have permission to send to this recipient"

One of the user tried to send to a recipient and got the below error
message. I tried to send the email out from my machine user my email account
then it is ok. What could be problem?

Authentication is not necessary on the email system when user send out
email.



"You do not have permission to send to this recipient. For assistance,
contact your system administrator."

Hard to say without any configuration information.
Probably he/she specified something in the From line.

And why is authentiation not required for the SMTP mail host? Are you
the admin of that SMTP mail host? If so, are your sure your IT folks
didn't add restrictions that to connect to your SMTP mail host requires
the user to be currently on your network or to provide login credentials
if they are off your network?
