Cannot send to recipient.

Strange things happening. I am trying to send (via send new or reply to) a
recipient that we have been communicating with for years. In fact, I had
sent this recipient an email this morning, now when I send a message to him
I get this:

You do not have permission to send to this recipient. For assistance,
contact your system administrator.

Exch2K with Outlook 2K3. I've shut down the server, rebooted my laptop etc.
I am an Exchange a LAN administrator.

Any ideas?
