You Do Not Have Permission To Open This File

I just bought a new notebook that had Windows XP Pro pre-
installed on it. I set it up as me and myself as the
administrator. When I launch the program and then try to
open the file I get the Subject line above. I am logged
on as the administrator but still get this error message
when trying to open the file. Does anyone know how to fix
this where the file can be opened?
