You Do Not Have Permission to Do This Operation

In Frontpage2003, I try to publish my web site from my hard drive to a web
site hosted by tripod.
I put the right user name and password but I get the following error message:
"You do not have permission to do this operation. Ask your Web site
administrator to change your permissions and then try again, or log on with a
user account that has this permission. To log on with a different user
account click OK. "

What can I do?
