You do not have permission, etc.

I have a desktop computer and a laptop. I maintain a
website. If I try to access website with FrontPage 2002 on
laptop and enter the proper userid and password, I get
the "You do not have permission", etc. If I access the
website on the desktop, with same userid and password, I
can access the website just fine. Laptop has Windows XP
Pro and localhost set up, desktop has Windows ME on it.
Can anyone explain why this happens?
