yellow popup tips

Every time I move my mouse over something (a folder, certain parts of many
webpages, an icon on the desktop, etc) this 'helpful' little yellow box pops
up
with 'more information' such as the complete path but also occasionally entire
paragraphs (for items in the control panel). It drives me nuts and I can't
figure
out how to turn this 'feature' off. I often need to use the mouse to help me
keep
track of my place on the screen when I am reading text on the screen, but
these
popup boxes often cover the text, and also stay present on the screen even
when I
have minimized that program/window, and I have to play a game of moving
various windows around to convince my OS to redraw that part of the screen.
So, any idea how to turn these off?

Start > Run > type "control folders" without the quotes > hit enter > click
the View tab > scroll down > untick the option to show pop-up description
for folder and desktop items.

I did that and it they still appear. They also appear a lot in browsers like
IE or Firefox.

I think I know what you're talking about.

There is a advertising company called "intellitxt" that markets tooltip
advertising online, they have green text on a yellow background for the
tooltip and a green colored link which hover overs activate the tip.

I think that, as they do this on the server-side, you won't be able to
prevent this with browser options or xp os options of any kind. I
might be wrong, try googling about this using preventing Intellitxt as
a keyword.
