XPsp2 security centre features doa

brand new to computing and bought a used acer travelmate sight unseen
very interresting, however when I try to activate the security centr
the message tells me that the feature is not activated
the unit itself will not accept passwords nor lock on boot up

can I just install norton or similar to reroute the non op functions?


any information on how to proceed would be greatly appreciated
