XP's Read Only Attribute

The read only attribute is always colored in? Although it
isn't really read only. Any one can access it and change
things. Every folder is this way. Does any one know why?

In the UI for folders this is a switch to set/unset the
attribute on contained files. Nothing more.
Whether some account can make it do anything will
depend on what permissions they have on the contained
files if NTFS is in use.
