XP wont restart

Hi

I wonder if anyone can help with this problem. I have XP Home, and
have created multiple accounts. The limited user account works fine,
but the admin user account will not restart. Everytime I select
restart, or even when I try to logoff from the account, it always
shutsdown the PC. It's been like this for the last 6 months and its
REALLY irritating. Any ideas ?? For your information I have visited
the following site but it doesn't help with problem
