XP won't remember some desktop settings.

Sometimes when my comp boots up it reverts to "Windows XP"-style
start menu instead of "Windows Classic" style. What's weird is that
it does remember my custom desktop color, and sometimes I can just
"restart" and my customized settings reappear.

I prefer the "Windows Classic" look with custom color and width for
the Active Window Border.

It doesn't happen all the time, either. I can't seem to isolate what
I may be doing different before I shut down that would cause it to
revert.

This is more annoying than anything, but I'd like to know how to make
Windows behave.
