XP WON'T POWER DOWN CORRECTLY AND GET ERROR MESSAGE ON BOOT

I HAVE two problems with my xp home edition. (and msft wanted $$ for a even
a chat solution, so thought would try somebodoy here)

1) On power down, my xp- home will not go into stand bye, and when I then
try to a total power down, sometimes it does and sometimes it just stops on
the blue screen which says it’s powering down but does not do it. So I must
turn off the power to the pc. When I turn it back on the monitor says
preparing to go to sleep and goes ahead and boots ok.

2) However when it is nearly booted I get a small screen which says.
“Cannot create shell notificationâ€
So then I must click X to clear the screen so booting can complete. I get
this every time I boot.

I did a system restore recently because of numerous other problems, but
these problems continue.
 
Have you gone to power settings in control panel and selected how you want
your computer to respond to certain actions?
