XP won't load..missing file

I have Dell desktop computer. Get black screen saying: Windows could not
start because the following file is missing or corrupt
\windows\system32\1_intl.nls
You can attempt to repair this file by starting Windows Setup using the
original Setup CD-Rom. (does this mean the Reinstallation CD?}

I followed instructions in Owners Manuel to attempt to repair by inserting
"Reinstallation CD for MS Windows XP Home Edition.
This did not work. Cannot boot from "Reinstallation CD Microsoft Windows XP
Home Edition including Service Pack 1" CD. I have very important
spreadsheets I can't afford to lose. Is there any other solution to recover
some of my files?

Dell Computer re-installation CD's will boot unless they have been fouled
up. Turn the computer off and re-start with the CD already in the drive.

Already did this, plus went into BIO's and put CD-Rom drive as first line in
Boot Sequence section. All I get is same Error message as before.

I called them right after this happened. They just told me to start computer,
press Ctrl/Alt plus keep tapping the D key (with no CD in the drive) while
the Dell logo was loading. Nothing happened and I got original error message
back on screen. I did this several times, shutting off computer then
restarting and hitting those keys. Sorry, but I don't have much trust in the
guy I was talking to. It was nothing like what my owner's manual said. Then
he told me I would have to reinstall Windows XP, which I refused to do until
I check all other possibilities. I do not want to lose some of the
spreadsheets I just updated and was fixing to backup when all this happened.
Should I call them back and ask for someone that can speak English? Seems I
always get someone with a heavy accent that I can hardly understand, and they
are not that knowledgeable. Nothing like the tech's that helped me years ago
with other Window's operating systems....

Yes, you should very definitely call them back. This is an OEM issue, we
have no way of knowing if you have a standard CD but based on the
information you've already given, things aren't working as they should
according to their instructions and this is their responsibility.

The only alternative I can offer is, if you don't have an available
partition to use third party software such as Partition Magic or System
Commander to create a separate partition and use your Dell CD to install to
that partition and then try to copy the information from one setup to the
other. It's not all that complicated but it can be daunting if you have
never done such a thing before.

I'm having the same issue with a PC I built for a friend a few months back. I have used the XP Pro CD to run the recovery console. CHKDSK /R came up saying it found and fixed one or more errors but still it is booting with the same error. I am interested to know how this might be fixed without having to rebuild the machine, as I don't live near this friend and he is not computer literate enough for me to talk him through a complete re-installation.

To the Guest who posted this problem. I hope you're still checking on this, and if you haven't fixed the issue, you can do so WITHOUT re-imaging the machine.

Start up with the recovery CD, press any key to boot from CD and wait for it to get to the point where you can select R for repair or ENTER to continue F3 to exit. Select R for the recovery console.

Connect to your Windows installation, probably selecting 1 and enter. Type your admin password if prompted and if you have one.

At the C:\ prompt change it to your CD drive and open the i386 folder. cd i386.

Type the following command and hit enter.

expand l_ints.nl_ c:\windows\system32

This should expand the .nls file to it's location on the C:drive.

This was tested last night, over the phone, instructing my friend who has only just started using a PC for work and internet etc. He's not a techy sort of person, he likes boats!

Anyway, his PC now works.

I also suggest logging on to the hard disk manufacturers webiste and downloading their disk checking software. If this throws up any bad sectors etc they will change the disk.

Oh, sorry quick addition, it's not a 1 it's an L....... L_INTS.NLS not 1_INTL.NLS. On the xp disc all the .nls files are listed and .nl_ and they convert to .nls when explanded, as you'll see when running the above command.
