XP Won't Let Me Delete A File

Hello. I have a file that I want to delete, but every time I try to delete
it a popup window comes open and says that another program is using the
file. I rebooted the computer and still I get this popup when I try to
delete the file. No other program is trying to use the file, as far as I
know. How do I delete this file?

What is the file? Have you done a Google search for it? Or searched the
Microsoft website?
 
Is it a media file of some sort. If yes, if it's on a playlist in Windows
Media Player or some other player, try deleting it from the playlist first,
then try deleting the file from your system.
