I run XP Home. It has ran fine for 3-4 days (new pc).
Today, I restarted it and it would not boot. It will
show the boot screen for a long time, then go black for a
minute, then restart. Any suggestions?

Try a repair install or tap the f8 key at boot until the boot menu shows,
then choose last known good config.

Last know config does not work. Does an "In Place
Install" / "Repair Install" remove all my programs /
settings / users?

No repair install keeps everything. SP1 and updates may have to be
reinstalled.

As it is a new PC, make a call on the vendor under warranty before it
can be claimed you have invalidated that by doing things yourself. This
sounds like hardware - and my guess would be power supply
