XP won't boot without CD in tray

i reformatted my drive and reinstalled XP but now it hangs and displays
"<windows root>system32\hal.dll" maybe missing or corrupt. tried to reformat
again and reinstall with the same result.

the program will go thru if (and only if) the XP CD is in the tray...

any help will be greatly appreciated.
