xp will not boot or run in safe mode

I was having trouble with my Outlook express and I tried
to load just that but to my suprise it started loading
over my existing copy. Now nothing works and it won't boot
into safe mode it does not reconize any of the cd roms
that it use to. What can I do?

You can try to to restore your system back to a previous state by using
System Restore:
1. START| PROGRAMS
2. ACCESSORIES| SYSTEM TOOLS| SYSTEM RESTORE.

A restore point was most likely made on the day that you installed OE again.
For more information, use Help and Support in Windows XP (located in the
START Menu) and Type in "System Restore"

Please be a bit more specific in your post.
What do you mean by "load" outloox express?
Did you reinstall it , or just try to run it?

What happens when you boot. What messages are produced?

You could try selecting the "safemode command prompt"
and running chkdsk c: /f
