XP users can't add printer

Background:
We have a windows NT PDC, and a Windows 2003 Print
Server. Having migrated client machines we have found
that users are not able to add printers. We have found
that this can be fixed by Disabling the Point and Print
Restrictions Policy Setting (from within gpedit.msc -
group policy). However, I have also noticed that the
local policy for not allowing users to add printers is
disabled by default. (Also noting that by default the GP
for Point and Print is not defined which equalt enabled.)

Summary:
Having the "Point and Print Restrictions Policy Setting"
not configured (default) results in Windows XP users not
being able to print. Though this could be fixed by
disabling the GP it would have to take place on every
machine. Reference Microsoft KB Article: 319939

Questions:
1.) Is there a way to enable these users to add the
printer from the server (minus scripts and other
manipulations to all client machines).

2.) If the "Point and Print Restrictions Policy Setting"
in Windows Server 2003 and Windows XP prohibits users
from adding printers outside of their forest - why would
they not be able to add a printer within their Windows NT
domain?
