XP Users and IE6 Content Changes

I am setting up a kids user ID on XP and it seems like i cannot adjust their
IE content to be different than the parents IE content settings. Is that
right? Can you not have different security and content settings for different
users?

That is correct. The IE Content Advisor settings are global.
