XP user recycle bin not working

I have an XP computer in which a normal user account was
created

The user cannot use the recycle bin, items are just
deleted without warning

The property tab is correctly configured (e.g., it is set
to be used, and has enough space allocated ~2 gigs)

I found a work around though,which is making the user an
administrator, log in, put something in the recycle bin,
then take their admin rights away. Then it works fine.

Can you tell me if there is a security setting that is
restricting them from associating the recycle bin with
their user account so that I can fix this and not have to
log in each user as an admin during creation?

Yes, the Recycle Bin also has security permissions.

If the file system is NTFS, the Recycle Bin is saved as a folder called
RECYCLER in the root directory. We can change its permissions by following
the steps below:

1. Open a Windows Explorer.
2. Tools->Fold Options.
3. Choose the View tab.
4. Select the following radio box:

Show hidden files and folders.

5. Clear the following check boxes:

Hide protected operating system files
Use simple file sharing

6. Adjust the security settings on the RECYCLER folder. By default, we can
assign the Users group with full control permissions.
