xp user permissions

Is it possible to install applications for selected users? Do all apps have
to be made available globally or can they be available to only the user I
select?

Specifically, my wife likes to use a smiley app that installs as part of IE,
but I want no part of it. Can this be installed only under her profile, or
do we all have to have it?
