I read in a number of places that when using the Update Disc for Windows XP
that the Update Disc will request that you insert a version of 98 to do a
clean install.

When I go thought this procedure I always get a message that Windows cannot
be found on this system and inserting a 98 disc is not an option.

Does anyone else have this problem or am I the only one?

Do you mean Windows XP Upgrade as opposed to Windows XP update?
Exactly what options are given?

Actually the subject is not good since there is no such thing as "XP
UPDATE DISC".
There is Windows XP Upgrade used to upgrade from an older operating
system.
And there is the Windows Update Security CD:

Using the words "Update" and "Upgrade" interchangeably can cause
confusion since there are more than one type with different purposes.

I also thought that you were making reference to the Windows Update CD..
