Is there a way to downgrade from XP to W2K without
reformatting the drive and losing all the installed
programs and settings?
 
No. There is no such thing as a downgrade install. You would have to format
the drive and install win2k.

Sorry - no. Downgrades, apart from the specific case of an uninstall of
an upgrade of 98/ME where the old system was retained, have to be done
by a clean start
