XP theme changes on users first login

I have created an XP pro image for deployment within our
company.
The issue I am having with it is when a user logs on for
the first time, the theme switches from Classic to
modified and doesn't allow outlook 97 to complete opening.
Outlook errors out and closes as it is trying to setup the
outlook tool bar. If I switch the theme back to classic
and open outlook all is well.
I have set local policies to force windows Classic and
classic start menu. Disabling either of these policies
allows Outlook to open without error.
Any idea what is being modified in the theme or a fix for
this condition?

Did you create a default user profile and distribute that? (Or if they have
roaming profiles, put it in your netlogon share?)

Thank you both for the responses. Copying the Admin
profile to Default user worked great.
