XP Taskbar settings

My XP taskbar settings have disappeared, and I'm trying to
restore them (all I've got is the Classic View). I've gone
to control panel, administrative tools, computer
management, themes properties, then gone to start the
Themes Service, and I get an error! It says "Could not
start Themes service on local computer. Error 126:specific
module could not be found". Please help! Any ideas?
