XP Taskbar question

Hi,
I have a new XP Pro installation. Often when I check the taskbar and move
the cursor over an icon, I only see part of the label. It seems to be
behind something. How do I set this to show the entire label?

This happens to everybody occasionally. There is one "solution" identified.

Taskbar - Properties:
1) Uncheck "Keep the taskbar on top of other windows".
2) Hit Apply.
3) Check "Keep the taskbar on top of other windows".
4) Hit OK.
