Xp taking too long to Shut down

I am using XP Pro, and it takes forever for the "Shut Down" window to
appear (the one with the options to log off, restart..). Once it
appears, shut down is pretty quick. I also notice a delay when I drag
and drop things to the recycle bin (Which I always have empty). Can
anyone help.
