What do you mean by: "safe mode will not allow me to enable restore"?
reason? error message?

to give more info, comp was fine until i downloaded EA Generals&Zero
Hour basic patch from the company website. windows xp is stuck in
Starting up, it just sits, safe mode will not allow me to enable
restore. Can i boot my xp cd without losing my files? if so, i don't
mine, if its a quick fix.

In which case you'll have to try a 'Repair' install of XP. Please have a
